Salinas Downtown Community Board Regular Meeting
Wednesday, July 28, 2010, 4:00-5:30 p.m.
Soledad Learning Center, 22 Soledad

Present: Don Reynolds, Carolina Sahagun, Margarita Zarrage, Deanna Carvey, Ruben Cortes, Kathy Young, Larry Hirahara, Gerald Cheang, Louis Lee, Eugene Bigay, Wally Ahtye, Wellington Lee, Jill Allen, Marilyn Dorman, James Barnes, Janet Barmes,Van Gresham, Ken Feske and guest Chris Flescher (Assistant Director Land Watch).

Excused: Seth Pollack, Laura Lee Lienk, Kyle Titus, Robert Smith, and Tom Melville.

Meeting was called to order at 4:08 by Co-Chair Gerald Cheang, a quorum was present. Gerald extended a special welcome to Chris Flescher and everyone introduced themselves.

Public Comment: None.

Consent Agenda: Minutes of June 30
“third city” changed to “Shenyang” and “October” changed to “September”
Louis moved, Jim 2nd, motion passed unanimously.

A. Executive Committee
1) Financial Report
Statement of Activities circulated $10,277.99 current bank balance.
Marilyn moved, Louis 2nd, report accepted unanimously.
2) Gerald announced receipt of $10,000 grant from the John R. Marron Fund of the Community Foundation for Monterey County. (Defying applause followed.)
Gerald brought recommendation on behalf of the Executive Committee that Ken Feske be compensated with $500 for his grant writing, administrative support and in some ways performing duties often handled by an Executive Director. Discussion followed. Louis moved, James seconded, motion passed unanimously.
3) Status of Insurance and Republic Café Lease:
The EC is seeking bids for insurance and lease is moving forward. No definitive recommendations or actions needed.
4) SDCB study session to be held to cover four issues: Social Service Campus (August 16), Design Standards (August 17), Reconnection (September 13) and Economic Development (September 14). How does each piece add to the character of the neighborhood?” Suggested time 8:30-noon, place to be determined.

B) Old Business
1) Community Relations Committee—Discussed press, media building strategy (send newsletter, follow up with personal call, send press release.) Topic to be continued and training/skill building to be explored. Website is being updated by Margarita. (THANK YOU). Should prepare Press Release to spread word of First Grant!!
2) Safety, Security and Sanitation—Nothing new to report.
3) CHAT—nothing new to report.
4) ACE—Working on Mission Statement, voted to file 501c3 application as soon as Incorporation received from CA Secretary of State.
Chinatown Exhibit at Steinbeck Library.
Need to work with Library, Old Town Association, Chamber of Commerce and Old Town Walking Tours to optimize visibility and enhance one another’s work.
5) RAT—no report.

C) New Business: The “New” Dorothy’s Jill Allen
1. Jill shared Power Point presentation provided City Council regarding Red Artichoke Culinary Center. Welcomed report and update. Look forward to progress reports.
2. Community Planning Design Update—October 28
3. Louis reported on the trip to China—very proud of Salinas, had great reception and interest from hosts.
4. National Office of University Partnerships (HUD) HSIAC Conference to be held in Monterey in February 2011. Thanks to all who interacted with Program Office during her site visit in June.

D) Upcoming events—National Asian Museum Symposium, CSUMB, October 15

Present: Deanna Carvey, Seth Pollack, Tom Melville, Ruben Cortes, Larry Hirahara, Eugene Bigay, Wally Ahtye, Wellington Lee, Robert Smith, Marilyn Dorman, James Barnes, Janet Barmes,Van Gresham, Ken Feske and special guest Richard Fe Tom and Leslie Tom.

Meeting was called to order at 4:18 by Co-Chair Deanna Carvey, a quorum was present. Deanna extended a special welcome to Richard Fe and Leslie Tom. Everyone present introduced themselves.

Public Comment: Marilyn Dorman shared about her grandfather and his world renowned Asian coin collection (featured in Monterey Herald June 25, 2010). Opening exhibition in Beijing, Shanghais and third city in China in October. Collection covers from 200 BC to present.

Tom moved, Seth 2nd, motion passed unanimously.

A. Executive Committee
1) Financial Report
Statement of Activities circulated $143.99 current bank balance.
Jim moved, Marilyn 2nd, report accepted unanimously.
Jim volunteered to work with Ruben to set up Balance Sheet and Profit & Loss Statements
2) Debrief June City Council Study Session
Don provided written report—circulated and reviewed. All positive and appreciative.
3) Next Steps:
Consensus for a study session (SDCB) prior to next Community Study Session in late September or early October. Two two-half day sessions were preferred (First dealing with homeless/social service campus and historic district/architectural motif. Second dealing with economic development and reconnection/traffic flow “How does each piece add to the character of the neighborhood?”), Suggested Dates: August 16 – 17 8:30-noon and September 13th – 14th same time.
Check with Al Baggio about using Filipino Community Center for study sessions.

Discussion on Form-based codes and Historic Commission Nominations.
Tom moved, Seth 2nd that SDCB submit a letter to support Form-based Zoning action by the Salinas City Council. Passed unanimously.

4) Draft Lease for Republic Café
In motion passed May 26 three items were identified that needed to be met before SDCB could sign lease. #3 was “Contingent upon a MOA between CSUMB and Salinas RDA concerning property improvement being executed.” This item was brought up for reconsideration. Such a requirement is not possible, as CSUMB is awaiting a signed lease before signing an MOA. The building must be in a non-profit’s responsibility—cannot use federal HUD funds for improvements to a privately owned property. Tom moved, Marilyn 2nd that the requirement be dropped. Motion passed unanimously.

Insurance only outstanding issue. Tom moved, Seth 2nd to empower Executive Committee to act on behalf of SDCB to execute insurance application on behalf of SDCB. To be executed ASAP when funds are available. Motion passed unanimously.

B) Old Business
1) Community Relations Committee—Summer Issue in Progress, goal for Obon Festival.
2) Safety, Security and Sanitation—Bing Gong, Suey Sing and Victory Mission all signed No Parking between 11pm and 5 am petition. New drug house in neighborhood, been reported to property owner who reported it to police.
3) CHAT—nothing new to report.
4) ACE—Literary Markers to be placed around Salinas. One or more to be in Chinatown.
New chair for Asian Festival (to be April 30, 2011—please add to website)
Orley Jimenez. First meeting July 13.
5) RAT—no report.
6) Feedback from 1st Annual Asian Pacific Island National Historic Preservation Forum
provided by Larry (in writing), Wally, Ken, Fe and Leslie Tom.
